The Strike Committee rejected the employers offer to fill vacancies as they occur from the ranks of the strikers. The employers declined to discharge nonunionists working satisfactorily. Lord Devonport's terms are regarded as an ultimatum to unconditionally surrender. A conference was held at Downing Street at midnight between the Prime Minister, Lord Devonport, and Messrs.
