The Times' St. Petersburg correspondent asserts that it is stated in wellinformed circles that Japan and Russia have concluded a virtual alliance, giving Japan freedom of action in Southern Manchuria, Japan to support Russia in the event of her being attacked. Katsura arrives on Sunday to put the final touch on the Japanese Ambassador's labors.
