RUSSIA'S NAVY.
A RESCRIPT FROM THE CZAR. By Cable—Press Association—Copyright, deceived 10, 11.45 p.m. St. Petersburg, July 10. The Czar has issued a rescript emphasising the Duma's vote in favor of rebuilding the fleet. He says that it opens an area of great hopes for Russia and also great responsibility for the naval department. He appeals to all to unite in striving to infuse new life into the glorious heritage of the founder of the Russian fleet.
