CANADA'S CONTRIBUTION. By Cable—Press Association—Copyright, London, June 30. The Times, commenting on the ap-proat-hing naval conference with Canadian Ministers, states that Canadian opinion is deeply divided. The Party in power regards it as impossible to have a separatist naval policy and a common Imperial citizenship. The Liberals on the other hand are haunted by fear that the Dominion will be drawn into the vortex of European militarism, and this fear is still to be reckoned with. It is vitally important that any action of the Dominions should have the national sanction, and England does not desire to dictate its policy. Mr. Churchill's suggested overseas patrol is exccllcntlv contrived to avert such fears.
