The newspapers arc beginning to discuss the United States Congress resolution to exempt American coasters from Panama Canal dues, and Canada's consequent threat to retaliate against American shipping in Canadian waterways. Some Americans propose compliance with the letter of the Hay-Paunccfote treaty, providing entire equality for all nations using the Canal, but suggest the payment of a subsidy equivalent to the tolls on American ships. The Manchester Guardian remarks that although it would secruple to denounce the last-named policy as a discreditable evasion of an international obligation, it seems as if rebates would be less injurious to foreigners than direct exemption, inasmuch as the subsidies payable from the American Treasury would be a burden on the American taxpayer and not on foreign shipping commerce.
