THE DOWELL INCIDENT. By Cable—Press Association —Copyright. Melbourne, June 26. The following is the official explanation of the Do well incident:—A slight delay octurred owing to the Wimmera reaching the wharf at the luncheon hour. On the return of the boarding inspector, arrangements were immediately made for Mrs. Dowell to visit the Customs House, and within ten minutes the.matter was fixed up. Mr. Dowell was informed that his wife might land, and it was understood that a certificate covering a month was sufficient to meet Mr. Dowell's wish, but if an extension was required there would be no difficulty in obtaining it. Mr. Thomas, the Minister, considers the explanation satisfactory.
