Mr. Dowell was informed that his wife might land, and it was understood that a certificate covering a month was sufficient to meet Mr. Dowell's wish, but if an extension was required there would be no difficulty in obtaining it. Mr. Thomas, the Minister, considers the explanation satisfactory.
