SCOTTISH MINERS' WAGES. By Cable—Preee Asw*iation—-Copyright. London, June 21. The neutral chairman of the Scottish Coal Conciliation Board granted the miners an increase of sixpence per day. GOVERNMENT AS CONCILIATORS. London, June 21. The Premier, replying to a deputation of Chambers of Commerce delegates regarding the labor unrest, said the Government ought not to assume the functions of conciliators except as a last resort when the nation's interests were involved. He promised to enquire whether the Canadian Act imposing impartial intervention before a lockout or strike is adaptable to Great Britain.

The Government has arrested the leaders. The first tram ran this evening, esocrted by troops. Three bombs were thrown among the crowd in Dom Pedro Square. Two people were injured, one \ fatally. ) Cavalry dispersed the mob. Shots were | exchanged, and several people were ! wounded. The company is reinstating as many of the strikers as possible.
