Yuan-Shih-Kai has declined to combine the duties of President and Premier, and has suggested Chang Chun, a wellknown southerner, for the position. If he declines, he proposes Hsu-Shih-Chang, a former Imeprial guardian. Both are sound men of high literary attainments and free from personal ambitions. The Cabinet has approved of the proposal.
