Philp and Paxton on colonial affairs. Mr. 'Borden, the Canadian Premier, has arrived, making the fifth Canadian Minister now in England. The chief ohject of his visit is to confer on Canada's share in Imperial defence. It is intended to proffer immediate effective aid.
