RELYING ON FRIENDS. By Cable—Press Association—Copyright. Received 11, 11.35 p.m. London, June 11. The Daily Mail protests against the half measures implied by the Malta programme. "We are not," it says, "entitled to ask another Power, however warm and sincere a friend, to remedy the consequences of our negligence."
