RIVAL DOMINIONS. By Cable—Press Association—Copyright. London, June 9. Mr. Hawkes, of Toronto, the Canadian Special Commissioner, in a report on the immigration services of the Dominion, points out that Australia has become a strong competitor, and evidently apprehends that it will become formidable. He urges Canada to adopt machinery to secure the utmost degree of permanence in the immigration stream and its distribution with greater cooperation between the federal and provincial governments.
