BOROUGH COUNCIL.

WORKS COMMITTEE'S REPORT. The report of the Works Committee, to be presented at to-night's meeting of the Borough Council, contains the following recommendations:—That the Council makes and levies the following rates for the period commencing on the Ist day of April, 1912, and ending on the 31st day of March 1913. A general rate under section 78 of "The Municipal Corporations Act, 1908," of one shilling and one penny in the £ on the rateable value on the. valuation roll of all rateable property within the borough of New Plymouth on the basis of the annual value. A water rate (ordinary supply) under section 89 of "The Municipal Corporations Act, 1908," payable (1) upon all lands and buildings in the borough of New Plymouth used as or in connection with dwelling houses and to which water is supplied, of sixpence in the £ on the annual rateable value on the said valuation roll; (2) upon all buildings used as stores or warehouses or for any purposes other than as dwelling houses, a rate of threepence in the £ on the annual rateable value on the said valuation roll. The said Council also further resolves that all the above rates will be payable at the offices of the Borough Council, situate in King street, New Plymouth, in two equal instalments on the 11th day of July. 1912, and the 11th day of December, 1912; that the borough engineer be authorised to effect temporary repairs to Brois road, Frankleigh p Park; that the Settlers' Association, Frankley road, be informed that the engineers are preparing reports .on the question of electric light and water services at Frankleigh Park, and that after receipt of the reports the question will be considered; that the borough engineer be instructed to submit separate estimates for kerbing and channelling the footpath on the western side of Liardet strent from Pendarves street to Courtenay street and metalling the street full width; that Messrs. Bewley and others he informed that no funds are available at present for the metalling and gravelling of Fulford street between Robe and Dawson streets; that the borough engineer be instructed to submit plans of the proposed permanent levels of Hobson street south and TTendrie street; that the borough engineer be instructed that in future before granting a. building permit for any public building within the meaning of section 51 of "The Fire Brigade Aet, 1908., the plans be forwarded to the Fire Board for suggestion as to fire escapes; that Inspector Tippins be instructed to notify owners of leaky verandahs to have the same repaired; that the application of the Fire Board for a six-inch water main in Liardet street be referred to the borough engineer to report upon; that Mrs. Whetter be informed that the Council cannot see its way clear to accept her offer to sell her property for a Town Hall site; that Mr. W. Webber be informed that the question of the stormwater drain at his property, Cover street, will be considered when Leach street is being formed; that the Gisborne Borough Council be informed that this Council cannot see its way to endorse their resolution recommending the increase of hotel license fees, and sonsider that this is a matter for the consideration of Parliament and does not call for the interference of borough councils; that in pursuance of the powers conferred by section 211 of "The Municipal Corporations Act, 1908," notice in writing be served upon Mr. C. T. Bundle, owner of sections 195 and 222, New Plymouth, of the intention of the Council to construct a drain through the said sections; that in pursuance of the powers conferred upon it by section 20 of "The Impounding Act, 1908," the New Plymouth Borough Council hereby appoints part sections 14 and 16, ilemii Extension, to be a public pound and appoints Ernest Old to be poundkeeper thereof; that the borough engineer be authorised to proceed with the filling at Morley and Gaine streets; that His Worship the Mayor bs authorised to endeavor to settle the Leach street question on the lines explained by him to the committee.
