' At tlie Federation of Labor conference to-day it was resolved that, considering | that there are some thousands of men i employed on public works who *re not 11 members of any union, the executive 4 should consider a scheme lor organising 1 them as soon as possible; .that t»e eoa- I stitution of the Federation be amended * in the direction of permitting union* to 1 affiliate only Iby a majority of financial i membership; that the question of unconditional preference should apply only y to co-operative workers on public work*. ' Wellington, Last Night. 'j At the afternoon sitting of the Federation of Labor conference it was decided to instruct federated union not to take any vote or ballot for or against a strike unless instructed to by the Federation. It was resolved that all unions in the i federation be instructed to cancel regis- ; tration under the Arbitration Act a» soon as practicable, and that unionß desiring to join the federation be urged to seriously consider the advisability of cancellation before joining, as the conference considered the Act detrimental , to the best interests of the working class, and directly in opposition to the spirit of industrial unions.
