REFUSING TOLLS. Received 23. 12.50 *.m. Washington, May 22. The House vy 100 to 90 refused to permit the imposition of tolls on American vessels engaged in the coastwise trade using the Panama Canal. A sharp attack was made on the prohibition of railroad-owned vessels using the canal.
