Lord Charles Beresford, .speaking at a Municipal Association dinner, said that he was gratified at the recent developments of the war staff. They had laid plans enabling the navy to meet any emergency. Organisation was more valuable than the expenditure of ten or fifteen millions on battleships. A CRUISER LUANCHED. Received 15, 12.40 a.m. London, May 14. The cruiser Melbourne has been launched. She is the thirtieth cruiser. The Sydney will be launched next month.
