ESTIMATES FOR 1912-13,
Consideration will be given by the Borough Council, at its meeting to-nightj of the estimates for the current financial year. The Estimates Committee will report as follows:—That in anticipation of revenue an overdraft not exceeding £IO,OOO be arranged for, at interest not to exceed 6 per cent.; that the Mayor's honorarium be fixed at £l5O for the ensuing year; that a road grader be purchased at an estimated cost of £100; that the salary of the borough engineer be increased to £175 per annum as from June 1; that the salary of the electrical engineer be increased to £3OO per annum as from June 1; that the following be the estimated receipts and expenditure for the ensuins year:— fe RECEIPTS. WORKS COMMITTEE. The following is the report of the Works Committee, which will bo presented at to-night's meeting of the New Plymouth Borough Council::—That the Mayor and Cr. Clarke be appointed to make arrangements on behalf of the Council for the collection of evidence to be placed before the Opunake Railway Commission; that this Council supports the efforts being made by the New Plymouth Harbor Board to ensure that each class of local body in each district should have a separate repn tentative at the proposed conference on the Local Government Bill, to be held at Wellington; that the tender of Mr. A. Berridge for the delivery of 1000 cubic yards of boulders at the crusher site, at Is 4'/ 2 d pel yard, be accepted; that all users of water motors of one horse-power and over be notified that after July 1, 1912, water for such motors will only be supplied by meter at 9d per 1000 gallons, each consumer to provide, at his ow« cost, an approved meter as set out i* the by-laws; that the report of tht borough engineer with reference to the alleged damage to Mr. Hale's property, caused by the overflow from the reservoir, be referred back for further information indicated by the committee; that Mr. A. Standish be informed that the Council is willing that Waterloo road should be thrown open to traffic, but that no funds are available for forming the road; that the borough engineer be authorised to kerb and channel the north side of Gill street, between Eliot and High streets, at a cost qf £24; that the terms of purchase of 12" perches of section 19GH, Morley street, as set [ out in the Commissioner of Crown Land's letter of April 26, be confirmed; that Dr. A. C. Fookes be informed that the nuisance caused by the drainage into Pendarves street will be remedied when | the sewers are laid in that street; that ' upon Messrs. Sanderson and Griffiths | producing the consent, in writing, of the Hospital Board to the connection, the borough engineer be authorised to connect Mr. A. Coad's property to the water main to the Old People's Home; that | the borough engineer be instructed to [ enforce the by-laws relating to the lighti ing" of %-es in the central ward of the . borough; that the borough engineer be instructed to reduce the width of the footpath to eight feet on the east side ) of Currie street, from Devon street te j Courtenay street; that the letter from I the Commissioner of Crown Lands, with reference to Kawaroa Park, be referred to His Worship the Mayor to deal with; that Messrs. Wray and Brown be informed that the Council will not be prepared to give a certificate under the Publie Works Act with reference to Dartmoor roads until the roads in question have been formed full width, metalled 16 feet wide, and footpaths formed and covered with gravel, the whole of the' work to be completed to the satisfaction of the borough engineer; that the Hon. j Thos. Kelly be informed that although persons residing in streets where there are no sewers have: been permitted to put in private septic tanks for the time be- . ing, the construction of these iaabs does not in any .way Telease the'property j owners from connecting with the sewers when laid in their streets, and, further, that if he will confer with the borough engineer he will probably find that the cost of connection is not so great as he .tppears to anticipate; that the owners of lodging houses, etc., mentioned in the reports submitted by the Inspector ol Fire Escapes, be required to immediately, give effect to the requirements of the inj spector, except that where rope ladders 1 are mentioned in the reports, iron ladders shall be substituted; that the borough engineer, after ascertaining the quantity of earth available, be authorised to accept Messrs. Nixon and Nixon's offer re removal of earth from their section in Liardet street; that the borougtt engineer submit separate reports and estimates in connection with water reticulation at Westown, Frankleigh Park, Vogeltown and Fitzroy; that the borough engineer submit an estimate of the cost of forming a footpath in Frankleigh road from Frankleigh hill to the entrance to Frankleigh Park; that the borough engineer be authorised to lay down 20 chains of kerbing to the footpath on Carrington road from Mill road southwards (estimated cost £4O) RESERVES. The Reserves Committee recommends that the Council offer no objection to the New Plymouth Coursing Club having the use of the portion of the Racecourse Reserve originally set apart for football, the right being reserved by the Council to cancel the permission at any time; that the borough engineer be authorised to erect a mixing shed at the cemetery for tne monumental masons (estimated cost £25), and that the rent for the use of the building and water supply be fixed at £3 per annum; and that the steps on the eastenr side of the cemetery be renewed at a cost of £7 ELECTRIC LIGHT COMMITTEE. The Electric Light Committee recom-
mends that the report of the electrical engineer with reference to the extension of the lighting mains .to Mahoe street, Fitzroy, he referred back to him to report the number of owners willing t» connect their premises; that, as recommended by the electrical epgineer, the following tenders be accepted: P. R. Baillie, hard-drawn wire, 4 tons, at £B7 16s per ton, and stiff-drawn binding wire, 4 cwt, total price £-22 8s; Turnbull and Jones, hard-drawn insulated cables total price £l7O 10s ; that the electrical engineer be authorised to purchase 200 meters from the National Electrical and Engineering Company, Ltd. (quotation £265).
