The Viceroy opened the Upper Mhenab section of the Punjab canal, which, when completed, will irrigate two million acres. PATROLLING TRADE ROUTES. London, April 14. A cruiser squadron will be formed at midsummer, consisting of the Cornwall, Cumberland, and four others, to patrol the trade routes and .show the flag in various parts of the world. VIA WIRELESS. London, April 14. Mr. Charles Bright, consulting engineer to the Australian Commonwealth, interviewed, commented on the Imperial Government's progress in connection with iriter-Imperial wireless, as compared with its lukewarrnness regarding Imperial cables. He suggests the appointment of a commission to enquire into the relative values df cables and ethergraphs.

The Kaiser, in a rescript, decided that a medical officer who refused on religious grounds to fight a fellow officer in a duel cannot remain in the army, because he does not share the views of his equals in such matters, but inasmuch as he did not give occasion for the insult to which he was subjected, he will be permitted, as an act of grace, to resign.
