Sir Edward Grey on December 2 wrote to the British Ambassador at St. Petersburg, pointing out the grave ultimate peril of Russia's action in Persia, suggesting that no further steps be taken without consultation with Britain, and asking that troops be sent to Teheran only as a last resort. Russia accepted the suggestion. A CAVALRY MOVEMENT. Received 15, 11.36 p.m. St. Petersburg, April 15. Advices from Tabriz state that Salar ed Dowleh, with 8000 cavalry, has occupied Zinjp.n.
