Waddell, of Sy<!ney,_ in a letter in the Times, commenting on a statement by Mr. Harvey, M.P., that arbitration had been a failure in Australia, says that Mr. Harvey told the naked truth. Human ingenuity never devised a fairer tribunal than the Wages Board; yet nearly all the larger unions had flouted the law. Anyone would be blind if lie' believed that arbitration was otherwise than a gigantic failure in Australia. Arbitration legislation would be scattered like chaff if a depression came. The most hopeful indication, he says, is the growing public feeling against tyrannous unionism.
