A CABINET FORMED. By Cable— Press Association— Copyrigkt. Pekin, March 31. Tao-Yang-Shai's Cabinet has been formed. Lu-Chcng-Siang, hitherto Minister at St. Petersburg, takes the portfolio of Foreign Affairs, Tuan-Chi-Jui, formerly viceroy of Hukwang, that of War, and Chen-Chi-Wei, a prominent Shanghai Revolutionary, that of Commerce. The Cabinet is considered progressive, but not particularly strong, and will be more popular in the south than th« north. AN UNSATISFACTORY CABINET, ' Received 2, 12.15 a.m. • '• Pekin, April 1. The Chinese papers severely criticise Tao-Yang-Shi's Cabinet for its inexperience. Several of them venture the opinion that it is not calculated to inspire confidence.
