Lu-Chcng-Siang, hitherto Minister at St. Petersburg, takes the portfolio of Foreign Affairs, Tuan-Chi-Jui, formerly viceroy of Hukwang, that of War, and Chen-Chi-Wei, a prominent Shanghai Revolutionary, that of Commerce. The Chinese papers severely criticise Tao-Yang-Shi's Cabinet for its inexperience. Several of them venture the opinion that it is not calculated to inspire confidence.
