The Frankfurter Zeitung, commenting on the spiteful and contemptuous tone of a section of the German press, said it was the duty of the respectable press to protest against journalism lacking manners and a sense of responsibility. Mr. Winston Churchill had not said anything that could wound German susceptibilities, and it hoped that the negotiations resulting from Lord Haldane's visit would lead to a political understanding, and eventually to the discussion of a limitation of armaments. The National Zeitung accuses the press bureau of the Ministry of Marine with swamping the newspapers with Anglophobe brochures in order to stimulate public opinion in favour of the Navy Bill.
