The Times states that there is reason to believe that Cabinet is divided on the Irish Customs and Excise Bill. A strong section favor giving control to the Irish Parliament; otherwise the National Convention would reject the Home Rule Bill. SURPLUS ASSURED. Received G, 11.50 p.m. London, March <5. In the House of Commons it was stated that the Treasury returns indicate a surplus is assured/ A UNIONIST WIN. London, March 5. The by-election for South Manchester resulted in the return of Mr. Glazebrooke (Unionist), who polled 7351 votes again 6472 polled by Sir A. A. Haworth (Liberal). Received 6, 10.35 p.m. The result of the South Manchester by-election was chiefly due to the Insurance Bill. At the general election Sir A. A. Haworth was returned unopposed.
