Giving evidence before the Naval Affairs Committee, 'Mr. Meyer, Secretary for the Navy, declared that if the United States did not build two battleships yearly, Japan by 1916 would have wrested from her the position of third naval power. Mr. Meyer demanded a million dollars for the creation of wireless stations to keep American warships in touch with Washington, in a similar way to the plan followed by the British Admiralty.
