He was prepared to accept the responsibility of the Woman's Suffrage Amendment Bill if it *as incorporated therein. He said the reason the Government had not incorporated women's suffrage in the Reform Bill was beeanse neither of the two great parties were united on the subject. Threefourths of the Liberals, including twothirds of- the Cabinet, supported woman's suffrage, whereas three-fourths of the Conservatives were opposed to it. "There never was a time," he continoed, "when the nation stood more in need of the special experience and sympathy of womanhood in Government affairs, on suth pressing questions as homing, dearer food, education, intemperance.'? - The franchise must be based on broad and democratic lines, similar to those of the self-eoveraing colonies.
