Berlin, February 22. The Vossiche Zeitung, commenting on the coal crisis, declares that the domestic situation in England, the imminence of a terrible labor struggle, also the revolutionary struggles about Home Rule and the reform of the Lords, explain the sudden desire for an arrangement with Germany. The Kreuz Zeitung states that it is Britain's policy to hold firmly to her intimate relations with France and Russia and thus hem in Germany.

The Post, representing the military party, urges the breaking off of the negotiations with Lord Haldane and the establishment of a three-emperor alliance, giving Russia a free hand in Persia, Mongolia and the Dardanelles. The plan would injure the position of Britain and France in the Mediterranean, destroy the Anglo-Russian friendship, and gain reliable friends.

The Lokalanzeiger confidently reports that the Anglo-German negotiations are proceeding satisfactorily, but that it is improbable that armaments and important colonial questions will occupy any lending part in them.
