The Supreme Court ef tha United States has decided on new methods of civic government, known as "referendum and initiative," which is favored as leading to the elimination of graft. It was not a question for the law courts, but solely concerned Congress. Objection had been raised that the new government methods were repugnant to a Republican form of government. The court* hold that Congress was absolute aAiter on this point.
