AN UNCOMFORTABLE POSITION.

Herr Bebel, leader of .the Socialists, explains that "Comrade" Seheidemann, the Socialist who has been elected Vice-President of the Reichstag, will {,'o to Court when the President, Herr Kocmpf, is unable to do so, and similarly in the hitter's absence Herr Seheidemann will prpose the usual cheers for the Emperor in the Reichstag.
KAISER'S REFUSAL.
Received 19, 10 p.m. Berlin, February 19.
The Kaiser has declined to receive the President and Vice-President of the Reichstag unless Herr Scheidermann joins them. This is interpreted as an attempt to compel the Reichstag to elect non-Socialist officials.
