Received 28, 5.5 p.m. Berlin, February 17. Dr. Bethmann Hollwag, in the Reichstag, made a sh'arp attack on the Socialists, and urged the non-Socialists to unite against them. He placed himself side by side with those believing in the present system of government, without diminution of the Emperor's powers, and without diminution of ministerial responsibility to Parliament, must be retained at all costs.
