Received 18. 5.5 p.m. Pekin, February 17. Yuan-Shih-Kai lias cut off his pigtail, which he retained while acting in the abdication negotiations. The acting-Viceroy of Chili, a former salt commissioner of Tientsin, lent" Yuan-Shih-Kai £625,000 sterling to meet the immediate requirements. Nanking, February 17. The Advisory Council has decided that tie seat of the Provisional Government will be at Nanking, but Yuan-Shih-Kai deprecates leaving Pekin.
