EMPLOYERS' RESOLUTION.

Speaking to a Star-representative concerning last night's conference, the Mayor (Mr. Parr) said, as one of the big employers had put it, the question was, "Are conditions of labor to be regulated by the weapon of the strike or the weapon of mediation and arbitration under the Act?" Behind the whole thing there was always a threat of a general strike. Employers were resolved to face the worst, and face it now. Asked what was likely to be the next step taken, Mr. Parr said that depended upon the labor leaders. The City Council was willing to meet its own men in conference and. discuss any condition of employment i* respect of which there might be dissatisfaction. Up to the present, however, there had never been a whisper about the conditions of the Council workmen being unsatisfactory. Heads of departments reported that, so far as they were aware, the best of feeling existed among the men.
