The United States disapproves of loans unless they are purely neutral. REPUBLICANS DISTRUSTFUL. . BELIEVE YUAN-SHIH-KAI IS A MONARCHIST. Received 10, 1.30 a.m. Pekin, February 9. The Republicans are becoming distrustful of Yuan-Shih-Kai, fearing that after the conclusion of peace he will revert to Monarchial institutions. They have requested Yuan-Shih-Kai to visit Nanking to negotiate the final arrangements.
