SERIOUS DISTURBANCES. By Cable—Pres9- Association—Copyright. St. Petersburg, February 8. Serious disturbances have recurred in the provinces- of Mazanderan, where anarchy prevails owing to the struggle between the Government and the ex-Shah. The shops at Barfush and Sari have been looted. Russian troops have been despatched. BRITISH RESPONSIBILITIES. London, February 8. Sir H. Montague Durand, presiding at a meeting of the Central Asian Society, said he felt strongly the danger of the recent moves !n Southern Persia. The I extension of British responsibilities rested on British bayonets, of which there was a small and not very easily enlarged supply.
