DEFINING ITS AREA. By Cable—Press Association—Copyright, deceived 7, 11 p.m. London, February 7. Lord Crowe (Secretary for India) is preparing a Bill constituting Delhi the capital of India and defining the area round it as an Imperial enclose. The area is 180 square miles, including a small strip on the left bank of the river Gumna.
