The Times' Washington correspondent, referring to fiscal legislation, which even extreme protectionists admit is inevitable, declares that the reform movement has become active in consequence of the growing suspicion that the tariff is the mother of trusts. The correspondent adds: "It is a social or political rather than an economical issue."
