Received 6, 11.15 p.m. Capetowii, February G. ,Mr. Fisher, n moving the land Settlement Bill a second time, declared that the Government intended to extend the system of labor colonies, recognising the necessity of augmenting the supply of white labor from within and without. The Government would also devise facilities to enable settlers to become landowners. It was proposed to expend a million annually on land settlement for five years.
