He declared that the lowness of Consols was due to .the South African war, the Irish Land Act, and the widening area of trustee investments, for which a Unionist. Government was responsible. The country was tetter prepared for an emergency than ever before. They would never be able to arrest the growth of armaments until international envies, jealousies and fears were removed. He believed the time was favorable for a better understanding between Germany, France, Russia and Britain. Such a result was obtainable by candor, frankness and boldness. The money saved from the construction of armaments would be better employed in improving the people's condition.
