Italian and Russian naval programmes is considered more notable as following on Germany's intention to construct three capital ships yearly instead of two.
RUSSIA'S PROPOSED HUGE OUTLAY. St. Petersburg, January 21. Ministers are preparing a Bill to reestablish new bases in the Baltic; also to construct within five years four super-Dreadnought cruisers, besides auxiliary cruisers, transports, torpedo boats and submarines. The total output will be £50,000,000.
GERMANY'S PROGRAMME. EXPENDITURE TO BE DOUBLED. Received 22, 11.20 p.m. London, January 22. The Daily Telegraph's forecast of the German naval shipbuilding indicates a recrudescence of rivalry in a more intense form, and states that Germany's contemplated expenditure for 1011 and 1912 under the 1900 law has been doubled. She built, or is building, nine additional battleships, and has doubled her destroyer flotilla, and commenced, outside the provisions of the Navy Law 24 submarines.
