A GENERAL REBELS. MANY MANCHUS KILLED. A SCHOOL BURNT. By Cable—Press Association —Copyright St. Petersburg, January 12. Details from Kuldja state that a Chinese brigadier-general lias rebelled seized the arsenal, razed the fortress and arrested the local authorities. Three hundred and fifty Manchus were killed, including two governors of a school with 57 pupils, which was burned. Proclamations announced the establishment of Republican Government and the guaranteeing of order. NEGOTIATIONS WITH RUSSIA. CHINA WILL GO HALF WAY. Received 12, 11,35 p.m. Pekin, January 12. The Shensi and Sliansi Revolutionaries have entered Honan. The Government, realising that Pekin and the Ilankau railway are menaced, are concentrating troops from Hanyang and Hantau to attack the revolutionaries. Owing to the internal troubles, negotiations with Russia over Mongolia have been transferred to St. Petersburg. It is understood China is prepared to discuss the railway proposals, but will not
recognise the justice of the other claims,
