The Observer states that if a deadlock occurs over the Insurance Act Mr. Lloyd George is prepared to drop the contributory element, impose sixpence additional on the income tax, and organise, a. special staff of State doctors. A conference' at Glasgow, representing a quarter of a million workers, is considering the National Insurance Act. Mr. Barnes, M.P., urged delegates to accept, the Act, which would tend to lessen industrial evils. Mr. Balfour, speaking at Haddington, said that the Government had betrayed the ancient radical cre,ed in regard to economy by multiplying public offices wholesale.' '■'■',■•
