Lord Lamington, speaking at Edinburgh, said that Persia had been hampered and thwarted in her regeneration. When she appeared to he extricating herself Russia interposed. It was necessary to secure the withdrawal of the Russians from Kasvin if the partition of Persia was to be avoided. "For the sake of our prestige in India," he concluded, "we must exert ourselves to keep Persia free."
