SPEECH BY PRESIDENT TAFT. Bj Cable—Press Association—Copyright New York, January 1. President Taft, while addressing the peace banquet, answered the charge of inconsistency in the United States' refusal to arbitrate the present difference with Russia. President Taft declared that the treaty which with suitable to 1832 was no longer suitable to the present conditions. The best way was to abrogate the treaty and contract a new one. Referring to the United States' refusal to arbitrate on the Monroe Docrine, President Taft defended the States' attitude on the ground that the doctrine was not a justifiable question under the terms of the Anglo-American treaty. Hundreds of police guarded the President.
Great excitement prevailed at the banquet in view of President Taft's attitude, but everything passed off successfully.
