Reuter's Pekin correspondent reports that the Government fears that the Peace Conference at Shanghai will fail. Both sides are using the armistice to strengthen their military positions. It is stated that the rebels are preparing to march northwards, via Fukow. Advices from Shanghai state that General Yuan-Shift-Kai's hesitation to summon a National Convention is due to a groundless fear of an Anglo-.Japan-ese crusade in support of the dynasty. REPRESENTATIVE ASSEMBLY. Received 28, 12.30 a.m. Pekin, December 27. The conference at Shanghai again requested the Throne to sanction a larger and more representative assembly, with power to decide the form of Government. A CONSUL UPBRAIDED. Melbourne, December 27. The Young China League has forwarded a letter to the Chinese Consul-General stating that he was exceedingly disrespectful to the Republican feeling of Chinese residents in Australia by hoisting the dragon flag on receipt of reports of Imperial victories. The letter suggests that if the Consul wishes to remain a servitor under the Manchus he should return to Pekin immediately, where he might be able to render more service when the Republicans' army marches triumphantly into that city.
