THE BRITISH ARMY.
LORD ROBERTS' STRICTURES. AND LORD HALDANE'S REPLY. By Cable—Press Association —Copyright. London, December 17. Lord Roberts, writing in the press, deprecates Lord llaldane's optimism, and says: "We have just been on the brink of a great war, hut the Regulars are not fitted for war. Their rifles are inferior to the French and German, and the artillery is scarcely more satisfactory. It is "difficult to write temperately respecting the Territorials, who lack the essentials for modern warfare—discipline and shooting with precision."' Lord Haldane, replying, said he would rather pay more for an increase in the navy than for an increase in the supply of half-trained soldiers. Despite what was said about the eflieiency of German soldiers, our own Regulars were the finest in the world.
