Vizier, in introducing a Bill to enable the Sultan to dissolve the Legislature in war time without the Senate's consent, denied that he intended to dissolve Parliament now, Imt the Bill was necessary to enable the Government to carry out measures of urgent importance. the foremost of these being the conclusion of peace. The latter remark caused a sensation.
