BOROUGH COUNCIL.

MONTHLY MEETING. The following reports will be submitted at the- monthly meeting of the Borough Council this evening:— ENGINEER'S REPORT. Mr. Skitrop, borough engineer, reports: — Street Works.—Very little street work has been done this month owing to the bad weather. The formation and coun-ter-sinking, of new •Go.ver ( street are completed, and the metal will be put on as soon as the weather permits. In St. Aubyn street the footpath between Weymouth and Morley streets, on the northern side, and between Morley street and Outfield road, on the southern side, have been repaired. The Hine street : footpaths between Cutfield road and j ■ Jlorley street have .been repaired .on both sides, and also the footpath between Weymouth and Dawson streets on the southern side has been repaired. In Dawson street the .footpath between Hine and St. Aubyn streets on the western side has been repaired. Some of these paths have yet to be covered with gaol gravel. The Liardet street footpaths between Pendarves and Gilbert streets j are filled in and covered with gaol gravel. | ! Ia Devon street the roadway between , ] Liardet and Brougham streets has been repaired with gaol metal. j Sewerage Works.—ln Oourtenay street the sewer is now completed to the watershed. In Bulteel street the sewer is completed to llobe street, and in iiuller street it is completed between ' . ew Gover street and Eliot streets. In ...olesworth street the manhole at the id of the present sewer terminus is nearly completed. Kerbing and Channelling.—The kerbing oil both sides of Liardet street ia now completed, and in Devon street the kerbing and channelling between Liardet and Gover streets on the northern side is progressing very satisfactorily. Waterworks. —The caretaker here reports everything working satisfactorily. Street Surfacemen.—ln reference to surfacemen in the streets. When I first came into your Council's employ I divided the borough into four parts, viz., (1) From Outfield road to Dawson street; (2) from Dawson street to the Huatoki stream; (3) from the Huatoki stream to Gover street; (4) from Gover street to the Henui stream. In the first and fourth areas I placed one man in each, whose duty it was to clean out all the drains and cesspits, patch and weed the footpaths, and do any small repairs to the metal. In the second and third areas I placed two men in each, .whose duty it was to do all the scavenging of that part of the town, and also make necessary repairs to any earth footpath. Two of these men watered the I town when necessary, and the other two j cleaned the gutters, patched metal, or did any other necessary repairs except on the asphalt footpaths. When the watercarts were not required the four men worked in pairs, patching 1 metal or other repairs necessary. When I was given full charge of your street work 1 I found the street vote so small that it was impossible to keep these six men employed on the streets and footpaths without overdrawing the amount of the street vote. I then removed the two 1 men from" the areas one and four, and pilaced) them on the loan work, and added their areas to the remaining four men. These two men were only shifted ' until the finances were in a better position. If they are replaced (which they 1 should be to keep the town in anything like decent order) the street vote will be ■ overdrawn. ELECTRICAL ENGINEER'S REPORT. ' Mr. H. Black, electrical engineer, rei ports as follows: The day load, which at this time of the i year is nearly all motors, is steadily I growing, frequently during the past i) month being about 150 kilowatts. During the time that the load reaches the • alive amount it is necessary to rtm the i three machines. Owing to the increase i in the motor load it has been necessary i to extend our lines, so a primary has i been carried , from Liardet street to ■ Currie street to connect a 50 k.w. transformer. To meet further extensions and also to give some reserve it would be advisable to procure two more large transformers, if possible, in time for the coming winter. Poles. —A few poles on the transmission lines' have yet to be changed, and those to be taken out will be used to complete the recently authorised in Mangorei road, part of which , work has already been carried out, and one consumer connected. ELECTRIC LIGHT COMMITTEE. . The Electric Light Committee reports: ; That the question of authorising the ; purchase of two transformers be re- ; ferred to the chairman and His Worship the Mayor, with power to act. | WORKS COMMITTEE. The Works Committee reports:— That in view of the special circumstances set out in her letter of the 30th. ult., Mrs. A. B. Fookes be granted three months' extension of time within which j to connect her premises, part section' 1400, Courtenay street, with the sewers; that the borough engineer be authorised 1 to extend sewer in Morley street about three chains to enable Messrs. H. Brown and Co. to connect their factory with the sewer; that the borough inspector be instructed that no proceedings are to be taken for non-compliance with notices to connect with the sewers until the matter has been considered by the Works Committee; that Mr. Grayson be informed that the Council expects him to connect his property in Courtenay street with the sewers as soon as possible; that upon Mrs. R. J. Crawford signing the usual agreement to repay the cost of the work ,by twelve monthly instalments, as mentioned in her letter, the Council execute the drainage on her property, section 937, Courtenay street; that in view of the special circumstances set out in her letter of the 10th ult., Mrs. Hasluck be granted three months' extension of time within which to connect her property, part section 1050, Gilbert street, with the sewers; that in view of the special circumstances the question of connecting Mr. Walter Chatterton's property, sections 141)1 and 1517, be permitted to stand over until the Leach street sewer is laid; that the Taranaki Hospital and Charitable Aid Board be approached with a view to obtaining the services of Mr. A. H. Kendall to examine Mr. S. J. Kalchert in plumbing under by-law 92, the candidate to pay the expenses of the examination; that the borough engineer be authorised to grant permission to Messrs. G. S. Curtis and L. Jackson (Mr. Faull'a shop) for the erection of verandahs 12ft: wide; that upon the Town Clerk certifying the demands to be correct, the adjustments of £3O and; £3l suggested toy the Taranaki County Council, with reference to the area added to the borough on the Ist March, be agreed to; that a copy of the letter from the borough engineer re surfacemen be forwarded to each councillor, and a return showing the expenditure under the streets to be laid on the table; that a committee, consisting of His Worship the Mayor, Crs. Buxton be appointed to deal with financial adjustment in connection with the Fitzrov amalgamation; that the borough engineer be instructed to submit a report showing the quantity of boulders available at the abattoir reserve; that the
