A NON-PROGRESSIVE TOWN. By Tele-graph—Press Association. FeikUng, Last Night. A poll of ratepayers was taken to-day on the proposal to borrow £IO,OOO for the purpose of installing an electric lighting system in the borough. The proposal was lost by 204 to 217. CONDUCTOR'S APPEAL UPHELD. Wellington, Last Night. The appeal by Conductor George White against his dismissal, on the ground of altering his starting number, was resumed before the Tramway Appeal Bo«rd to-day, Dr. McArthur, S.M., presiding. After heading the evidence by Inspector Fuller, Mr. Stuart Richardson (manager), and two photographers, the court held that the evidence did not sustain the charge of altering the way bill, and the appeal was upheld.
