BELGIAN PREMIER'S STATEMENT. By Cable—Press Association —Copyright. Received 4, 11 p.in. Brussels, December 4. The Premier has introduced a Bill in the Chamber providing for a Parliamentary enquiry into tlu; execution of the reforms in the Congo. The. Premier declared that the laws were laxly administered, and that the Catholic Mission's irregularities, including the flogging of natives and the manufacture of liquor, had been let go unpunished.
