TIIK PRELIMINARY WORK. By Telegraph—Press Association. Christchuireh, Friday. In his report on the working of the new defence scheme ,in Canterbury, Colonel Burnett-Stuart, referring to the disappointment that the scheme has not developed more rapidly, details the great amount of preliminary work that had to lie done in evolving an entirely new organisation. Including taking stock, and the adjusting leases, the work of compiling alone took six mouths, and had to be <ione with extreme care, as it was the foundation of the system, but it makes 110 show in the public eye. A mistake? was made in lieginning the training and holding parados before, the department, was reaily. yet the scheme is not u failure, as it ha* not yet been tried. The Colonel says he knows of no int.' lit ion to modify the Act.
