THE BANKING BILL. By Cable—Press Association—Copyright Melbourne, November 23. In the Federal House Mr. Deakin strongly attacked the Banking Bill. The Ministry calculated on getting all the advantages and none of the disadvantages by private banking by the Bill. They would be disappointed. The Bill was being hurried through because Ministers were fearful that the forthcoming Labor Conference would reject the Government proposal and adopt Mr. O'Malley's scheme, which would not suit the Government. The Bill was Mr. O'Malley's scheme pasteurised. He pleaded against the Commonwealth growing rich by taking away banking facilities from the States, "i He moved an amendment that the Bill be referred to a select committee for enquiry. Mr. Fisher announced that the Government was unable to accept the amendment. The debate was adjourned. CABLE PRESS RATES. STATEMENT IN FEDERAL SENATE. Received 24, il a.m. November 13. In the Senate, in reply to questions, ■ Government representative stated the reduction of the cable press rates would mean a direct loss to Australia, by the reduction of the terminal rate. If, say, 50 per cent, of the business should be affected by the arrangement, the Government had no intention to ask for an independent cable service to reduce the charges to country newspapers, or to increase the number of words received weekly, or to accept a lower subsidy in order to recoup the loss eausid by a reduction in press rates.
MR. CARMICHAEL RESIGNS. GENERAL REGRET. Received 24, 1 a.m. Sydney, November 23. Tn the Assembly Mr. McGowen, Premier, announced that Mr. Carmichael had decided to sever his connection with the Ministry, much against the wish of his colleagues. After hearing what Mr. Carmichael had to say, there was no alternative but to accept the resignation. He wished to declare, ,in the most public manner, that he hoped the severance would be only temporary. Several members of the Opposition expressed sorrow at Mr. Carmichacl's resignation.
