THE DELAYED SERVICE. By Telegraph—Press Association. Received 23, 1 a.m. Melbourne, November 22. In the House of Representatives, in reply to questions, Mr. Fraser stated he had received a communication from the High Commissioner notifying that the Pacific Cable Board proposed to reduce the rates of press cables from 9d to 4'/jid a word provided they are liable to a delay not exceeding twelve hours. The Government intended to agree to the proposal, and if the Eastern Company is agreeable, the rate will probably come into operation on January 1.
